Review of the Railway Safety Act

Brothers and Sisters,

There are few people out there who have a better understanding of safety on the Railway than us. We are the ones who build and maintain the right of way. We inspect and repair the bridges and retaining walls. We are the ones who monitor the water levels, slide paths and other natural dangers that threaten the safe passage of trains.

As such, we must be involved in the review discussed below.

Any and all who wish to participate, observe and/or would like to present, please contact myself or your Director.

We will be keeping you further informed as the review progresses.

December 14, 2006, the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, announced a full review of the Railway Safety Act to further improve rail safety in Canada and promote a safety culture within the railway industry, while preserving and strengthening the vital role this industry plays in the Canadian economy.

The four members of the Advisory Panel appointed by Minister Cannon on February 20, 2007, are the Honourable Doug Lewis (Chair), Mr. Pierre-André Côté, Mr. Martin Lacombe, and Mr. Gary Moser. The Panel will conduct research and analysis, undertake consultations, and prepare a report with recommendations and observations.

The Advisory Panel will be the Minister's principal source of independent advice on the provisions and operation of the Railway Safety Act. They will also provide recommendations on any improvements to railway safety in Canada that may be identified during the course of the review.

The Panel considers the views of stakeholders to be important to their work and I encourage you to share your views with them. A Consultation Guidance Document (http://www.tc.gc.ca/tcss/RSA_Review-Examen_LSF/guidance_doc_e.htm) has been prepared to facilitate the consultation process and help guide you in preparing a submission to the Advisory Panel. This document can also be downloaded from the website provided below or requested through the Railway Safety Act Review Secretariat office. Submissions may be sent to the Panel at the e-mail or mailing address indicated below.

In the coming months, the Panel will travel across Canada to consult with stakeholders on the key issues outlined in the Consultation Guidance Document. You will find the calendar of public consultations on the Railway Safety Act Review website. If you wish to participate in one of these sessions, as a presenter or observer, please notify the Secretariat.
